Why the no of candidates is less than 710?

Principal candidates were called in 1:2 ratio for verification by the officials of APMS. But here some people might be getting some doubts like...

When 355 schools are to be started, the no of candidates should be 710 but it is not the case. Why?

Does it mean that they don't start all the schools this year?

The reason as I have understood might be..... They don't have required no of candidates in some reservation categories like SC, ST, Women, PH, etc in 1:2 ratio. Then in that case they might have listed only the available candidates which resulted the no of candidates to be less than 710.

Interviews will be conducted for all the posts. But at the time of giving appointments they think about the no of schools that could not be started if any!
